最高性能のコンピューターをもち、エドワード・スノーデン氏の暴露した大規模な盗聴プログラムの実施で世界中から注目を浴びているアメリカの諜報機関、NSAに本紙が出した情報公開請求に関して、見解の相違でNSAと本紙が議論しています。
ちなみに、NSAの前身はBlack Chamberに起源を持ち、実は日本と深い因縁があります。まず(1)太平洋戦争中に海軍の暗号を解読して、山本五十六の暗殺につなげたのは、NSAの前身ですし、それより前(2)がワシントン軍縮会議で米英日の軍艦保有比率が10:10:6となったのも、日本側外務省の公電が傍受されていて交渉における日本側の最終防衛ラインが読まれていたからです。(以上、ジェームズ・バムフォード「パズル・パレス」を参照ください。)
そしていま、NSAに対して弊社が色々と情報公開請求をかけているのですが、以下のようなメールが返ってきました。
これによるとNSAは情報公開請求をされた内容の記録を作るのに4ヶ月から6ヶ月もかかるそうです。暗号解読のために量子コンピューターを開発中の優秀な諜報機関で情報を集めるのには熱心ですが、出すのは大嫌いみたいです。なので仕方なく、いまNSAの持っている情報公開の開示請求書ぜんぶについて開示請求をかけておきました。
NSAに関して、国内メディアが第一報を出すのは、おそらく弊社が初めてです。

BACKGROUND: FOIA Logs are routinely generated on a quarterly calendar-year basis. The following FOIA logs exist in other FOIA cases for the calendar year 2013, but have NOT been reviewed for release thus far.
2nd Quarter – 1 April – 30 June 2013
3rd Quarter – 1 July – 30 September
FOIA logs contain data fields for Case Number, Origination Date, Requester’s Name, Subject Requested, and Disposition. FOIA logs do not include the FOIA cases for records that individuals request on themselves.
The 4th Quarter Log has not been generated thus far, but will cover 1 October to 30 December 2013. Once this log is created, it will be placed in the review backlog if you would like for it to be processed for your request.
The 1st Quarter Log for 2014 will not be generated until mid April 2014 as it will cover 1 January -30 March 2014; therefore it cannot be included in your current request. You may submit a request during April 2014 if you wish to obtain the 1st Quarter 2014 FOIA Log.
CLARIFY: Please advise if you are willing to narrow this Item of your request to the
2nd and 3rd Quarter FOIA Logs for calendar year 2013.

As for Item 1, I would like to replace my request. Now, I am seeking for ALL the FOIA request letters submitted to NSA since June, 2013 to the final response to this request to Today’s date.
And on Item 4,
Time range: I request Since 1966 January one to Today’s date. for items through (a) to (d) and seek for (1) to (5) for every requesters .
And I do not limit the topic at all ( Once, I requested ” All the FOIA request letters by Mr. James Bamford ” and your FOIA office kindly responsed, and released the document I requested. )
Thefore, I do not think my specification is invalid. And if you changed your policy and think, this time my request is invalid, Please give me specific staturary basis.
So,

( http://www.nsa.gov/public_info/declass/newsletters.shtml ) , in spite that you have ever issued much more numbers of NSAN ( This can be seen in the note pages of Mr. James Bamford’s book ” Pazzule Palace ”)
Because it is puzzuling for me, while you are posting some NSANs, and other NSANs not.
