Dear FOIA officer(s)

Pursuant to the Freedom of Information Act, 5 U.S.C. 552, as amended by Pub. L. 93-502, 88 Stat. 1561 I wish to obtain access to copy of all the following materials.

A. All the communication records including, but not limited to, e-mails, FAX, phone conversation between NSA stuffs and the former USNRC chairman Mr. Jackzo from March 11, 2011 to April 20, 2011.

B. All the communication records including, but not limited to, e-mails, FAX, phone conversation between NSA stuffs and John Roos, the United States Ambassador to Japan, from March 11, 2011 to March 30, 2011.

Because the above requested materials will be used for a material I am working on the Fukushima nuclear crisis, and can also clearly be seen as a”Primarily benefiting the general public”, I would be most grateful for your favorable response within 10 business days, and request a waiver of search fees as provided under s552(a)(4)(A).

While the documents I am seeking should contains the subject of communications intelligence, and at the time they were written classified nature, a keen works for searching the details of Fukushima events had been published have diminished possible threat to the national security. In addition, U.S. Government itself, for example, has released the same type of information into the public domain. For your convenience, I atttache the links

Our news media, echo-news has a breaking story about Fukushima cirisis widely accessed, ‘tweeted’, ‘liked’ ( please refer the following link, https://echo-news.net/japan/usnrc-disclosed-fukushima-criss-proceedings ) . Therefore, though you did not consider me as a media representative in the former FOIA response, I am expecting you to reconsider my status.

In the unlikely event, however, that access is denied to any part of the requested records please describe the deleted material in detail and specify the statutory basis for the denial as well as your reasons for believing that the alleged statutory justification applies in this instance. Please separately state your reasons for not invoking your discretionary powers to release the requested documents in the public interest. Such statements will be helpful to me in deciding whether to appeal an adverse determination, and in formulating arguments in case of an appeal. The Agency’s written justifications might also help to avoid the possibility of unnecessary litigation.

I anticipate, however, that you will make the requested materials available to me within the statutorily prescribed basis.

Sincerely

Takanori Eto
