All of them are, members of Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident (http://ja.wikipedia.org/wiki/福島原発事故独立検証委員会) So this is a Fukushima event related request and aimed at further understanding and the assessment of the report itself.

Also, it must be mentioned that none of them were, Japanese government public officer at the time of working of their report and they claim all the stuffs they obtained are included in the report. Hopefully, I wish you take account into that on deciding exempt information or not.
