アメリカ国防総省さんへの情報公開請求

以下の通り、ペンタゴンにお願いしています。

All the power point files containing the letter ”Fukushima” , which (1)U.S. Navy, (2) DIA, (3)NRO,(4)OSD/JS, (5) CENTCOM or (6)DoD has drafted since March 11, 2011 to April 10, 2011.

Because this request is very simple, file format is narrowly tailored, time span also limited to only 1 month. Also, this request is concerned about the safety of general public and it’s a clear interest of general public, we anticipate your rapid response.

I am the news media echo-news.net’s representative and the records we seek shall, when disclosed, widely distributed and contribute the interest of publics. Therefore, please Waiver all the Fees. You can confirm our previous report widely seen, Liked, Tweeeted, visiting here.

The materials sought here must, if properly disclosed, contribute general public interest, rather harming that. Now, dozens of nuclear power plants are operating and there lives many resident around the plant. Taking account into that more than 2 years has gone since the Fukushima crisis and the still urgent need to inform public how to deal with nuclear facilities, offering lessons grounded your insight must override the possible damage to the public.

Though you may think releasing the information may benefit the terrorist or the country those support to them. But the effect of nuclear plant accident is, easily foreseeable to those bodies who researches its real consequence. It will not be a big help for them. On the contrary, who really needs to be more informed about the nuclear disaster is the public. It makes a sound deliberation possible for democratic society.

Therefore, even when the materials are classified, when the ACT is properly interrupted, response must end up in the disclosing the whole or at least only very partial withheld information of materials.

Please consider the above items through (1) to (6) separate and process them individually. Thus responses should be send upon the completion of each item, not simply when all requests are finally completed.

Last time I filed a FOIA to DoD, you unlawfully dismissed my request on the alleged ground that ‘Fukushia is not a scope of DoD, but USNRC’ However, the way how military had responded and shall do so is another matter of public concern. No one shall doubt.

Moreover, according to the documents we obtained, your Naval reactor team drafted original evacuation plan and argued against U.S Ambassador in Japan and USNRC on the issue. ( You can confirm by visiting the USNRC website posting Exective’s high level summary. http://pbadupws.nrc.gov/docs/ML1212/ML12122A950.pdf )

In spite of that, you completely dismissed my request without releasing any materials.Without giving any rational legal ground. I trust the same shall not happen to this request.

Most Sincerely

Takanori Eto
